Abandono, Criminalização e Judicialização – Nexos Históricos da “Proteção Social” de Crianças em Situação de Risco Abandon and Criminality – Nexes of Historical "Social Protection" of Children in State of Risk

Résumé

O artigo propõe uma rediscussão sobre a história brasileira do atendimento a crianças e adolescentes que sobrevivem em situação de “abandono” e que se tornam invisíveis na sua condição especial de pessoas em desenvolvimento. Aborda esta história pela ênfase nas medidas repressivas que, no caso dos abandonados, se manifesta em ações tutelares e assistencialistas e invocam representações sobre seus destinatários como tendentes ao ócio, ao crime e à preguiça.

Abstract: The present article proposes a new discussion on the Brazilian history of attention given to children and adolescents that survive in situations of "abandonment" and which become invisible in their special condition as human beings in the phase of development. The article approaches this history stressing the repressive measures which - in the case of the abandonned children - manifest themselves through tutelary and assistentialist actions, invoking representations about their addressees as if they were tending to laziness, crime and indolence.
